Spray cold grate of grill with grilling spray or nonstick cooking spray. Preheat grill for medium heat.
Wrap chopped onion, brown sugar and butter in heavy duty foil and fold to make a pouch.
Place franks and onion pouch on hot grill grate and grill for 5 to 7 minutes or until hot, turning dogs and pouch occasionally.
To assemble: place hot dog on a bun and top with crumbled bacon, caramelized onion and green pepper.
