Heat charcoal or gas grill for indirect cooking at 250 degrees F to 300 degrees F
Combine sugar, chili powder, salt, onion powder and allspice in medium bowl. Set aside half the spice mixture (about 1/3 cup); sprinkle the rest over both sides of ribs.
Grill ribs over indirect heat for 1 1/2 to 2 hours until tender. Pour 1/2 cup root beer into cup and use to baste ribs every 20 minutes.
Combine remaining root beer and reserved spice mixture in medium saucepan over medium-high heat. Bring to boil, stirring to dissolve sugar. Dissolve cornstarch in water; add to saucepan. Cook until thickened.
Brush ribs with sauce. Heat over directed heat about 5 minutes until sauce has caramelized. Serve with remaining sauce on side.
