Yield: About 50 bites
In a bowl, blend the cream cheese and mayonnaise. Add the green onions, chillies, chili powder, garlic powder, salt, pepper and shrimp. Mix well.
Spread about 1/8 cup of the filling on one end of a tortilla and roll up; continue until all tortillas are filled. Place the rolled tortillas, seam side down in a covered container and refrigerate until ready to serve. Cut each tortilla into about 5 pieces, iinsert toothpick into each and place on a serving tray.
Serve with salsa.
